ENGLISH LANGUAGE LEARNERS

The Franklin Special School District’s English Language Learner (ELL) Program is designed for students from non-English language backgrounds with a deficiency in English (reading, writing, speaking, and listening) at a level that does not enable them to succeed in school. Students are given the opportunity to attend ELL classes while attempting the regular curriculum. It is the responsibility of the ELL teachers to teach a child English and to help him/her adjust to a new school environment and culture.

All students entering the school system must complete the Home Language Survey section on the registration form. The information in this section determines if further evaluation is needed. Students are evaluated before being admitted into ELL classes and then evaluated each spring to monitor their progress in English language proficiency. The school system uses the IPT to monitor children in grades K-8. In addition, ELL students in grades 2-8 are monitored for progress with the ELDA and the TCAP tests.
 
Program
Once a child is determined to need ELL services, they are placed in the program. The FSSD uses both a “pull-out” and a collaborative approach. Children are assigned a class within their grade level where they spend most of their academic day. Between 45 minutes and one hour each day are spent with their ELL teacher. The ELL teachers use small group instruction to help children learn English and other academic skills. It takes approximately four to seven years for a child to become fluent in English.
 
Teachers
Each school has an ELL teacher, who is responsible for working with individual students and consulting with staff.
 
Parent Liaisons
The FSSD has Parent Liaisons who are available by appointment for translation services. They each serve several schools and do require advance notice for travel and availability purposes. The FSSD Parent Liaisons have proven to be an invaluable resource for both teachers and parents as they translate during parent meetings, translate FSSD documents, facilitate peer groups for 5th through 8th graders, and teach a Spanish for Educators course to district personnel.
